Kolkata Durga Puja Stampede: 19 Dead, 25 Injured at Chorbagan Pandal; Seven Arrested and Sent to Police Custody

Rain, overcrowding, narrow exit routes and alleged lapses in crowd management raise serious questions after a devastating tragedy in North Kolkata. The state announces ₹25 lakh compensation and a government job for each deceased person’s family, while the Centre announces additional financial assistance.

A festival that was meant to celebrate faith, devotion and togetherness turned into a night of unimaginable grief in North Kolkata. On Saturday evening, October 17, a stampede at the Chorbagan Sarbojanin Durga Puja pandal claimed 19 lives and left at least 25 people injured, according to the information provided. Among the deceased was reportedly a seven-year-old child.

Families had gathered at the pandal to seek the blessings of Goddess Durga. Some visitors had arrived with their children, while others were enjoying the festive atmosphere with friends and relatives. But as rain fell and the crowd surged towards a narrow exit, the celebration descended into chaos, leaving families devastated and an entire neighbourhood in mourning.

The tragedy has raised serious questions about crowd management, emergency exits, volunteer training, police deployment and the responsibilities of the organisers. Seven people arrested in connection with the incident have reportedly been remanded to 10 days of police custody. Administrative changes have also been reported within the local police establishment.

How Did the Chorbagan Pandal Tragedy Unfold?

According to preliminary accounts and eyewitness descriptions, the incident occurred at around 7:40 pm on Saturday at the Sarada Park area of Chorbagan, within the jurisdiction of Girish Park Police Station in North Kolkata.

The area is known for its densely populated neighbourhoods and narrow lanes, making the movement of large crowds and emergency vehicles particularly challenging.

Intermittent rain reportedly forced many visitors to remain inside the pandal for shelter. At the same time, more people were attempting to enter through the designated entrance. As the number of visitors increased, pressure began building inside the enclosure and near the exit.

Eyewitnesses alleged that the exit route became increasingly narrow, making it difficult for people to leave quickly. Questions have also been raised about whether an emergency exit was closed during the incident.

Some accounts suggest that an announcement warning visitors about the condition of the pandal may have triggered panic. According to these accounts, people were urged to leave immediately amid concerns that the structure might collapse.

However, the precise sequence of events, the role of the announcement and whether any part of the pandal structure was actually compromised must be established through an official investigation.

The incident has highlighted the potentially fatal consequences of overcrowding when large numbers of people attempt to move through a restricted exit simultaneously.

Eyewitnesses Describe a Scene of Horror

Local residents reportedly rushed towards the pandal after hearing cries for help. Their accounts paint a deeply distressing picture of the aftermath.

People were found lying unconscious, while others were crying out in pain. Shoes, new clothes, water bottles and bags were scattered across the area—belongings that had accompanied visitors who had arrived to celebrate the festival just moments earlier.

Local resident Kishor Shaw reportedly said that he and other young men rushed inside after hearing people calling for help. He described seeing the bodies of a child and the child’s mother lying close to each other.

Residents helped carry injured people and victims out of the crowded area.

The incident has become a painful reminder that even a brief failure of crowd control can have devastating consequences when thousands of people gather in a confined space.

There were also allegations that vehicles belonging to VIPs and political leaders had obstructed the road, making it difficult for ambulances to reach the site. Some injured people were reportedly transported to hospitals on motorcycles and in app-based taxis.

These claims require verification as part of the investigation, particularly to establish whether emergency services faced avoidable delays.

Post-Mortem Findings Point to Severe Pressure-Related Injuries

Post-mortem examinations of all 19 deceased persons have reportedly been completed. Preliminary information attributed to medical sources suggests that severe injuries caused by the pressure of the crowd contributed to several deaths.

According to the information provided, seven victims reportedly suffered broken ribs and severe lung injuries, while at least six died from asphyxiation. Other victims reportedly sustained injuries caused by crushing pressure, intracranial bleeding and internal haemorrhaging affecting multiple organs.

These findings should be understood as preliminary reported information unless confirmed through official medical records and investigation documents.

Nevertheless, the accounts underline the severe physical consequences of overcrowding and the danger posed when people become trapped in a tightly compressed crowd.

Behind every number is a personal tragedy—a child whose life was cut short, a parent who will never return home, and a family waiting desperately for news of a loved one.

Change in Puja Management Raises Questions

The Chorbagan Sarbojanin Durga Puja was celebrating its 91st year. However, this year’s arrangements reportedly involved a significant change in the organising committee.

According to the information provided, a new committee chaired by Bijoy Ojha, BJP MLA from Jorasanko, took charge after members of the previous committee resigned. BJP North Kolkata district leadership members were also reportedly associated with the new management.

Jayanta Banerjee, who had reportedly led the organising committee for nearly two decades, was among those who stepped down. He described the earlier approach as one that relied on neighbourhood volunteers and measures to prevent excessive crowd build-up in the narrow approach lanes.

Some local residents alleged that traditional neighbourhood participation had diminished under the new management. Questions have also been raised about VIP access, crowd pressure, volunteer preparedness and security arrangements.

The reported change in management and the political affiliations of individuals associated with the event have become part of the public debate surrounding the tragedy.

However, any direct connection between the change in management and the causes of the stampede must be established through evidence. Responsibility for the deaths should be determined through an impartial investigation and the due process of law.

Volunteer Training and Police Deployment Under Scrutiny

Kolkata has long faced the challenge of managing enormous crowds during Durga Puja. Effective crowd management requires clearly separated entry and exit routes, trained personnel, accessible emergency exits, coordinated policing and rapid medical assistance.

Reports have raised concerns that some volunteers deployed during this year’s festival may not have received adequate training.

A volunteer reportedly said that after submitting identification documents, he was provided with a uniform but was not given training in crowd management.

If substantiated, such allegations would raise serious concerns. Volunteers responsible for managing large gatherings must know how to prevent crowd congestion, calm frightened visitors, identify dangerous pressure points and alert emergency services promptly.

Following the tragedy, the Officer-in-Charge of Girish Park Police Station was reportedly removed, with Hirak Dalapati expected to take charge with immediate effect.

Reports have also indicated that nine IPS officers with previous experience in managing festival crowds were brought to Kolkata from different police departments. Following the Chorbagan tragedy, nine IPS officers with prior experience in managing Durga Puja arrangements have been brought to Kolkata from various departments of the West Bengal Police. The officers are Miraj Khalid, Sumanjit Roy, Mehmood Akhtar, Rupesh Kumar, Shubhankar Bhattacharya, Tarun Haldar, Soumya Roy, Priyabrata Roy and Deepak Sarkar.

These measures may form part of the administrative response, but the investigation must establish whether failures in planning, deployment, supervision or emergency response contributed to the disaster.

Seven Arrested, Court Orders 10 Days of Police Custody

Seven people have reportedly been arrested in connection with the Chorbagan stampede and remanded to 10 days of police custody by a local court.

According to the information provided, those arrested include the puja committee’s secretary and vice-president, as well as two employees of a private security agency.

Police have reportedly registered a case that includes allegations relating to culpable homicide not amounting to murder under the applicable provisions of the Bharatiya Nyaya Sanhita.

Investigators are expected to examine the crowd-control arrangements, the condition and accessibility of emergency exits, announcements made during the incident, the responsibilities of security personnel and the response of emergency services.

The precise role of each individual and whether negligence or other offences occurred will have to be established through the investigation and judicial process.

A transparent inquiry is essential not only to determine accountability but also to identify the safety failures that must be prevented at future public gatherings.

State and Centre Announce Financial Assistance

Following the tragedy, both the state government and the Union government announced financial assistance for the affected families.

The state government announced compensation of ₹25 lakh for the family of each deceased person, along with a government job for one eligible family member. Financial assistance of ₹5 lakh was also announced for each injured person.

Prime Minister Narendra Modi announced ex-gratia assistance from the Prime Minister’s National Relief Fund (PMNRF) of ₹2 lakh for the next of kin of each deceased person and ₹50,000 for each injured person.

President Droupadi Murmu, Vice President C. P. Radhakrishnan, Prime Minister Narendra Modi and other senior leaders expressed grief over the loss of lives and extended condolences to the bereaved families.

Union Home Minister Amit Shah reportedly postponed his scheduled programmes in West Bengal to visit injured people in hospital.

Former Chief Minister Mamata Banerjee also expressed shock and sadness, praying for the speedy recovery of the injured and strength for their families. CPI(M) leader Md Salim praised local residents who came forward to help and stressed the importance of providing families with accurate information.

Financial assistance may help families manage some of the immediate consequences of the tragedy. But no amount of compensation can replace a child, a parent or another loved one whose life has been lost.

Restrictions Introduced at Other Puja Pandals

Following the incident, entry was reportedly suspended or restricted at several prominent Kolkata Durga Puja pandals, including Tala Prattoy, Alipore Sarbojanin, Chetla Agrani and Santosh Mitra Square. A programme at Allen Park was also reportedly cancelled.

Reports further indicated that prohibitory measures under Section 163 of the Bharatiya Nagarik Suraksha Sanhita were imposed for three days in parts of the Bowbazar area near the hospital.

The state government has also reportedly announced a high-level committee to review safety arrangements at major Durga Puja pandals. A Special Investigation Team (SIT) has been announced to examine the incident, according to the information provided.

The precise composition, mandate and findings of any investigative body should be confirmed through official government announcements.

The coming days will be crucial in determining how the tragedy unfolded, whether established safety protocols were followed and what measures are necessary to prevent a recurrence.

A Festival Must Never Become a Scene of Tragedy

For Bengalis, Durga Puja is much more than a religious celebration. It is a time of family reunions, friendship, culture and collective joy. The pandals become places where generations come together to celebrate a shared tradition.

That is why the tragedy at Chorbagan has struck such a painful chord.

When a child loses their life in a crowd, when families are separated from loved ones and when a night of celebration ends in mourning, the loss extends far beyond the immediate victims.

The incident is a stark reminder that elaborate decorations, impressive themes and large visitor numbers must never take priority over human safety.

Adequate trained personnel, clearly marked and unobstructed emergency exits, carefully controlled entry and exit routes, accessible ambulance corridors, effective communication and a coordinated emergency response are essential requirements for every major public gathering.

The deaths at Chorbagan must not become just another headline that disappears after a few days. The investigation must establish the facts, responsibility must be determined through due process, and meaningful safety reforms must follow.

As Kolkata mourns its 19 victims, the prayer is simple: may the injured recover, may grieving families find the strength to endure their loss, and may no future festival bring such darkness into the lives of innocent people.
