Modi Secures Japanese Investment, Unveils 2035 Vision for Deeper Ties

Tokyo, August 29, 2025 — Prime Minister Narendra Modi on Friday held summit talks with his Japanese counterpart, Shigeru Ishiba, in Tokyo, pledging to deepen strategic and economic ties between the two nations. The meeting marked the 15th India-Japan Annual Summit and the 20th anniversary of the first summit dialogue launched in 2005.

During his two-day official visit, Modi sought to strengthen bilateral cooperation in trade, investment, energy, and emerging technologies, while also unveiling the new “2035 Vision Statement” to chart the next decade of India-Japan relations.

Economic Partnership at the Core

With global trade facing uncertainty due to rising US tariffs, both leaders stressed the need for stronger, more resilient supply chains. The two sides are set to sign an economic security pact covering semiconductors, critical minerals, and artificial intelligence.

Addressing the India-Japan Economic Forum, PM Modi called Japan a “tech powerhouse” and India a “talent powerhouse.” He said, “Japan’s technology and India’s talent can lead the global technology revolution.”

He further encouraged Japanese investors to expand operations in India, pointing to the success of Suzuki and other companies. “From metros to manufacturing, from semiconductors to startups, our partnership is built on mutual trust. Come, Make in India, Make for the World,” Modi urged.

Japan’s Investment Role in India

Japan continues to play a crucial role in India’s economic development. It is the fifth-largest source of foreign direct investment (FDI) in India, with cumulative investments of $43.2 billion up to December 2024. The volume of bilateral trade reached $22 billion in 2023–24.

Modi highlighted that India’s bold reforms in AI, semiconductors, biotechnology, and space make it an attractive investment destination. He assured Japanese investors that India offers political stability, transparency in governance, and policy predictability.

Japanese Prime Minister Shigeru Ishiba reaffirmed Tokyo’s long-term commitment, noting: “Japan’s advanced technology and India’s outstanding talent complement each other. Together, we are steadily building a strong and stable supply chain.”

Civilizational Bonds and Diaspora Connect

Beyond economic cooperation, Modi emphasized the civilizational and cultural ties between the two nations. On arrival in Tokyo, he was greeted warmly by the enthusiastic Indian diaspora, who welcomed him with cultural performances including Kathak and classical music.

“Their commitment to preserving our roots while contributing to Japanese society is truly commendable,” Modi said. He also held interactions with Indian-origin professionals and Japanese business leaders, underlining the people-to-people dimension of the partnership.

Former Japanese prime ministers Yoshihide Suga and Fumio Kishida also called on Modi, reflecting the broad political consensus in Japan on strengthening ties with India.

The 2035 Vision: Expanding Cooperation

A highlight of the summit was the announcement of the 2035 Vision Statement, which updates the 2025 roadmap unveiled a decade ago by Modi and former Japanese leader Shinzo Abe. The new document outlines joint priorities in defence, nuclear energy, robotics, shipbuilding, clean energy, and digital technologies.

Both leaders stressed that their partnership is vital not only for national growth but also for shaping the future of the Indo-Pacific region.

Regional Context: Next Stop China

Following his Japan visit, PM Modi will travel to Tianjin, China, to attend the Shanghai Cooperation Organisation (SCO) Summit. There, he is expected to meet President Xi Jinping, Russian President Vladimir Putin, and other leaders.

In his departure statement, Modi said, “India remains committed to working with partners to address shared challenges and deepen regional cooperation for peace, security, and sustainable development.”
